In order to make matters more realistic a limitation has been added to the different rankings of ninja. First, let us take a look at the different rankings.
Genin
Chuunin
Special Jounin
Jounin
Black Ops
ANBU
Sounin
Kage
Genin is the rank where all ninja start out, this is where all new ninja who just graduated from the academy are placed into. They generally handle only D rank missions however they do sometimes take C rank missions.
Chuunin is the rank above Genin, more seasoned Ninja are in this rank and are known as journeymen ninja. An exam must be taken in order for a Genin to become a Chuunin. They handl mostly C ranked missions but will also take on D rank missions if needed and somtimes take on B ranked missions
Special Jounin is a rank which was added in about thirty years ago. This is where Jounin ninja who are aging and can't really keep up are allowed to be placed into. It still grants a decent position still and they can still take on higher level missions. This is also where those ninja who are stronger than Chuunin but still yeild to Jounin are placed. Special Jounin often teacher at the Academy or sometimes teach Genin. These guys generally take on B ranked missions and below but can take on A rank missions.
Jounin is a rank not easily achieved. Kakashi was the youngest Jounin ever, making the rank when he was still just a child. A select group of Jounin take on Genin and Chuunin students to train. They handle A rank missions but can take on S ranked Missions. These ninja are the second wave of defense and the second largest concentration of ninja in the army. Chuunin are the footmen and Jounin are the next level up.
Black Ops are an Elite Class of Ninja. Here there are different classes or positions of Black Ops. Healers, stealth, recon, fighting. These Ninja are stronger than Jounin and are often resorted to for very special missions. They are divided into small teams but also tend to do alot of solo missions. They handle S ranked missions.
ANBU are the next level of Elite Ninja, here is one generally finds tracker ninja trained to hunt down missing ninja or rouge ninja from their own village or other villages. Anbu wear masks which cover their entire face. These Ninja handle SS ranked missions. ANBU are used as tatical strike forces in wars and to gather information.
Sannin are for all purposes and essentially Kages in waiting. Their powers far outstripe the ANBU. These guys are as elite as elite can get. Sannin are the main force behind a Kage and are the absolute strongest warriors of their village. Sannin have had years of intense and lethal training imposed on them and generally have access to all forbiddon jutsu. Tangling with a Sannin is tangling with a Kage. Since there can only be one Kage, the others who were not chosen to be kage had to be given a name, Sannin.
Kage is nothing more than a fancy title for a Sannin. Sannin and kage are the same strength level though Kages tend to be just a bit physically older than Sannin. Kage are incharge of running a village nation and thus oversee all political details and matters as well as things such as war, trade, and so on. Kage is basically a paper and pencil pushing Sannin. These guys might have the title of ruling a village but they honestly do not have time to do much other than handle diplomatic matters and run the village.
Now that the different rankings have been explained here is the set of rules concerning these rankings of which a character can have.
The only reason a character should be classified as a Kage is if they are the ruler of a village nation. There shall only be as many Kage as there are nations. Kage can be dethroned however. If a Kage is Dethroned without being killed they are once again referred to as a Sannin Ninja.
As a final note, in order to be fair, only ONE position per person! This means if a person has three characters, only one character with one rank. Not all characters can be the same rank [unless genin], this is unfair to other members.
Once all the available positions are taken, all characters shall start out as Genin and shall have to go through exams to become chuunin, jounin, and so on.
